Panchayat and Rural Development:

Online applications are invited from the intending eligible candidates who are Citizens of India having registration in the Employment Exchange of the State of Assam, for filling up of 945 Nos. of Extension Officer, Jr. Assistant HQ, Gram Sevak & Gram Sevika, Tax Collector- cum-Road Mohorar, Gaon Panchayat Secretary under the Department of Panchayat and Rural Development, Assam as indicated below. The interested and eligible candidate may apply online through the official website on or before 16.01.2018. Educational qualification and all other details regarding candidate selection, how to apply, pay scale, and Age limit all are given below. The candidates are requested to visit the officially released advertisement for more details.

Eligibility Criteria for Panchayat and Rural Development Recruitment:

1. Post Name: Extension Officer (Panchyat) (Block)
No of posts:
 74 (UR-36, OBC/MOBC-20, SC-5, STH-4, STP-7, PH-2)
Pay Scale : Rs.14,000/- to Rs.49,000/- + Grade Pay Rs.7400/- of Pay Band -2.

2. Post Name: Jr. Assistant HQ
No of posts:
 24 (UR-12, OBC/MOBC-6, SC-2, STH-1, STP-2, PH-1)
Pay Scale: Rs.14,000/- to Rs.49,000/- + Grade Pay Rs.6200/- of Pay Band -2.

3. Post Name: Gram Sevak & Gram Sevika (Block)
No of posts: 
147 (UR-71, OBC/MOBC-40, SC-10, STH-7, STP-15, PH-4)
Pay Scale: Rs.14,000/- to Rs.49,000/- + Grade Pay Rs.6200/- of Pay Band -2.

4. Post Name: Jr. Assistant (Anchalik Panchayat)
No of posts:
 100 (UR- 42, OBC/MOBC-33, SC-7, STH-5, STP-10, PH-3)
Pay Scale: Rs.14,000/- to Rs.49,000/- + Grade Pay Rs.5600/- of Pay Band -2.

5. Post Name: Tax Collector- cum-Road Mohorar (Block/ G.P)

 450 (UR-214, OBC/MOBC-122, SC-32, STH-23, STP-45, PH-14)
Pay Scale: Rs.14,000/- to Rs.49,000/- + Grade Pay Rs.5000/- of Pay Band -2.

6. Post Name:  Gaon Panchayat Secretary
No of posts:
 150 (UR-70, OBC/MOBC-41, SC-11, STH-8, STP-15, PH-5)
Pay Scale: Rs.14,000/- to Rs.49,000/- + Grade Pay Rs.7400/- of Pay Band -2.

Educational Qualification:

a) For all category, the candidates must be Graduate in any discipline from a recognized University except for the post of Gaon Panchayat Secretary, the Candidate must be Commerce Graduate.

b) Candidates must possess knowledge of Local Languages either Assamese/Bengali/Bodo in addition to the English Language for maintenance of office administration.

Age Limit: 
The candidate should not be less than 18 years and more than 43 years as on 01.01.2017. The upper age limit is relaxable by 5 years for ST/SC candidates.

Application Fee: 

1. For General Candidate – Rs.250/- (Rupees two hundred fifty) only.
2. For SC/ST/OBC - Rs.150/- (Rupees one hundred fifty) only.
3. Candidates having BPL Certificate – Nil
(Certificate from the competent authority i.e. Deputy Commissioner/Addl. Deputy Commissioner/Asstt. Commissioner/Sub Div. Officer (C )/ Circle Officer/Block Development Officer will only be accepted. Fees should be deposited through online only.

Selection Process: The selection of the candidates will be through on written test.


How to apply: CANDIDATES ARE REQUIRED TO APPLY THROUGH ONLINE MODE ONLY, NO OTHER MODE FOR SUBMISSION OF APPLICATION IS ALLOWED.

a) Instructions for filling up online form will be available on the department's Website www.rural.assam.gov.in Candidates are advised to carefully go through the instructions provided in the above website while filling up forms.

b) Since the applications are submitted online, the question of submission of applications through proper channel in case of the candidates already employed becomes redundant. However, such candidates shall intimate their appropriate appointing authority about the submission of application in writing.

c) The candidates already employed should note that the prerogative for according permission to appear in Written Examinations / join services on being selected by the Panchayat and Rural Development Department in due course of time shall rest upon the appropriate authority. The Department shall not be in any way responsible/accountable.

d) Online form may be filled up w.e.f. 10.00 AM of 22.12.2017 to 12.00 Midnight of 16.01.2018 only. No application can be filled up after the expiry of the given time as the link will be disabled. e) The details of the reservation of posts for Men & Women and category wise reservation for SC/ST/OBC/MOBC/PH are mentioned above.

GENERAL INSTRUCTIONS TO THE CANDIDATES:-
(i)Canvassing directly or indirectly shall render such candidates unfit for the post.

(ii) No TA / DA will be admissible to candidates for the journey and stay at any stage of the recruitment process.

(iii) The selection list confers no right to appointment unless the department is satisfied with the suitability of the candidate after a thorough inquiry and verification as may be considered necessary before appointment to the service/post.

(iv) Candidature will be summarily rejected at any stage of the recruitment process if found not conforming to the official format / having incomplete information / wrong information / incomplete requisite certificate/misrepresentation of facts/impersonation.

(v) The select list will remain valid for appointment from date of announcement of the result for one year or till the date of next advertisement of similar post whichever is earlier.

(vi) On appointment, the candidate shall be governed by the existing Rules and Orders of the Government issued from time to time.

(vii) Appointed persons shall be entitled to pension benefits as per the pension scheme existing at the time of appointment.

(viii) The Commissioner, Panchayat & Rural Development Department, Assam reserves the right to make changes or cancel or postpone the recruitment process on specific grounds.
 (ix) Fake documents / false information/misrepresentation of facts shall lead to rejection if detected at any stage before/after appointment and shall make the candidate liable to criminally prosecuted as per existing law.

 (x) Selected candidates shall have to sign an agreement whereby he/she will be required to serve a minimum period of 3 (three) years after successful completion of training or in default to refund the cost of training and traveling expenses paid by the government.
